Climate-Neutral and Smart Cities

“Climate-Neutral and Smart Cities: Planning, Piloting, Inspiring” is an international project launched in 2024, supported by the 2014-2021 EEA Grants/Norwegian Financial Mechanism. Its goal is to implement strategies for achieving climate neutrality in Bucharest and Suceava—two of the three Romanian cities labeled by the EU Mission for Climate-Neutral and Smart Cities for their transition towards net-zero emissions by 2030.

As part of the consortium led by the Executive Unit for the Financing of Higher Education, Research, Development and Innovation (UEFISCDI), IRCES is responsible for leading the formulation of local policy proposals aimed at achieving climate neutrality, through Policy Labs. In addition, IRCES will develop a comprehensive suite of Net-Zero monitoring tools to evaluate opportunities and track impacts at the local level. Our organization will also take part in the Urban Labs for Green Cities and conduct communication and awareness activities to advance the national climate-neutral initiatives. Moreover, IRCES will organize study visits to Norway (Stavanger and Trondheim), aimed at knowledge transfers and best practice exchanges.
